I don't hate Wells, but I'll agree that he's not necessary. Tempus is the perfect antagonist - I don't understand why his foil can't be from the future as well. That character doesn't need to specifically be H.G. Wells in order for any of the stories he's in to work.
As a side note, I always felt like at least one of the writers was inspired by Isaac Asimov's "The End of Eternity." Wells is an Eternal; Tempus is from the Hidden Centuries looking to shake things up.
