More like both. I don't think Clark prevents Lex from confessing love. Lex has nothing but disdain for Clark.

But being in Clark's lap is so much better than anything that happened in her earlier lives. She has gotten way more from this Clark then she ever got from "True Clark". True Clark only kissed her at most 10 times, and with the Christmas kiss I think I still made 3 of those up.
