Still only about half the episodes of season one have Luthor behind the evil going on. Does he even show up at all in "Strange Visitor"? There is a reason why there is a whole slew of fan fiction that has Luthor as the villaian behind things he wasn't in the show. The one that flows best is his being behind the plot to mine the rain forest in "Witness". That is totally the type of nefarious plot that Luthor not being involved in seems odd.
