I blame the writers. They went into the story saying "no flights, no tights" and that seems to have painted them into a corner. He really should have created Superman by now; the only reason he hasn't is that the writers don't want to go there. So they have to invent reasons to prevent it, on screen, and the reasons get really thin at times.

Still, it's maddening to watch.
