Go to Nanowrimo.org and up on the top right is a sign up link.
When you sign up, your personal page has a number on the end of it.
Now, you can search for users by name, but the first week or two of Nov. you can't so we use those numbers to help us find each other. For instance, right now, you could search for CarolM and find me

As for too late... Can't hurt to try! The VAST majority of my writing last year came in under 11 days [though those days were spread out over the month], but only you know what you're capable of. You'd have to write about 5K words a day to make it. But you could always set your own personal goal for this year - say 25K or something - and go for the whole shebang next year
