One other thing — there may well be a conflict between the interpretation that the professional intelligence analysts are putting on the evidence, and the interpretation that the higher-ups want to believe. We've certainly seen enough of that in the news.
Maybe the career analysts have put the evidence together, but the brass aren't buying...
