There is a fic on the archive that does this - can't recall if Lucy is in it though. But it's a good story, mid-length, well written ... now if only I could remember the title and author.
I beleive the author was about 16 and i was impressed by her talent.

Most longer NK fics address this issue, but don't actually 'do something' about it.
However, Jenni Debbage's Universal Union series does take this as a major theme and her characters make some headway.
