I hope I'm wrong, but I think that Clark may be in process of committing an act of war himself, and perhaps precipitating a global nuclear response.
Consider that he has just launched a very large, very long metal object, easily visible to any country's radar, into space. He will then, in the vacuum of space, accelerate it to hypersonic speeds, and aim it in the general direction of Europe. What will be the likely response when some European nation sees this missile-shaped object bearing down on them, ostensibly fired from somewhere in the United States?
