Sounds like classic procrastination if you ask me. Then again, it's very likely that canon Clark did the same thing in the night before "And the Answer Is.
I think canon Clark did the same thing multiple times. The best way to work out the time line from Whine, Whine Whine to ATAI to WHATTA is to assume that And the Answer Is opens on the last in a long line of Clark being on the verge of telling Lois, with him having wimped out a bunch of times before.
