Technical writing skills can always be improved.
For me there's a difference between 'well written' and just the competent use of grammar. "Well-written'" goes beyond that, and is much more subjective. Ultimately, I suppose it means the author has a strong sense of narrative or a way of capturing the mood of a setting or the sense of a character. I was hoping to avoid getting into that distinction, but Pam makes a good point
