My only comment is to what others have been saying in this topic. What I understand is not that Clark (Superman) is being attacked personally, but that an airplane, with no flight plan and no one knows about, which just simply appeared over the U.S. and is moving towards Washington, D.C., is seen as a threat to the nation, especially a few years after 9/11. This paragraph mentions this:
An unidentified airplane heading for Washington was ominous. There were no records of this commercial jetliner leaving from any airport in the world, and given what had happened six and a half year before, no one was willing to take any chances.
