I noticed that not only has the Blue Arrow for new story parts has disappeared, but that it's no longer an option.
The Zoomway board appears to be using the same software that we are now. On that board, they use the yellow-exclamation-point-in-a-red-multipoint-star (the posting icon I am using for this post) to serve the same function.
