Actually my take on the whole thing is that the Tresury angle is not really needed.
What appears to be going on is some sort of organized crime. That sounds like it probably runs afoul of RICO. That would bring it onto the radar of FBI, or at least make it a potential item.
The whole matter would catch FBI attention, especially if they were told. So bringing in the FBI makes perfect sense.
