It's only a guess, but I'd guess it's either a scene change, which could be checked against the DVDs, or there's an advertisement break starting to cut in, or there was an overlay of some kind.

If you look closely, it could be one of the glowing light orbs from Sara and Ching's ship the scene is changing to. I don't have those DVDs so I can't look.

Looks like lens flare but I could be wrong.

you're right! At first i had no idea; thought maybe there was a window in Clark's apt I didn't know about. Yeah, it's a blend into the next scene.
