Yes, true. Maybe overconfidence because he is who he is? Maybe softness toward Toni? It's not comfortable to sit in a car with your hands handcuffed behind your back. Also, they have to go hunt for a police car and it could be a walk. It's not fast to walk with your hands behind your back, especially for Lou. Clark could tow them along, one set of arms in each hand. He's not Superman (yet wink ), so he can't just pick them up and fly them to the police station.
