Actually, two questions:

1. Does Canada have an equivalent of a Department of Homeland Security?

2. What agency (air force?) monitors Canadian airspace? If an unexpected incursion into Canadian airspace occurred, who would be in charge of dealing with it? I mean immediately, not an after-the-fact investigation. There's got to be some officer whose job is to figure out whether Canada is under attack or whether some bozo just wandered off course. (What? This isn't Bismarck? Dude, my bad!)

Any leads?

Uhmm... We have the Royal Canadian Mounted Police (RCMP). That's the closest that I can think of to something like Homeland Security, but I'd suggest getting a second opinion on that.

Hmm, well we have a Canadian Minister of Public Safety which apparently is our equivalent to your U.S Secretary of Homeland Security. Also the RCMP does act as your Coast guard would, they're also in charge of provincial police services. That's about all I know. Sorry.

North American Aerospace Defense Command (NORAD), is a joint operation, has a US commander and Canadian second in command. Stargate crossover optional.

That's current, might be different depending on when you set the story.

Well, I'm pretty sure we employ an Eskimo in Tuktoyaktuk with a pair of binoculars to watch the sky for invading aircraft. Although... come to think of it, do we provide the binoculars or does he? laugh (Just kidding, of course)
