This fic had Clark (or actually, Kal-El) being brought up on New Krypton as the stern leader. But there was an evil uncle (I think). The NK's have conquered Earth. The uncle keeps on telling Kal-El that everything is fine, but in reality the Kryptonians are not very nice.

Lois comes to NK as part of a shipment of "professional caregivers" so she can get a face-to-face with Lord Kal-El and get the interview and tell him about the bad things happening on Earth. And stuff happens from there.

I had never heard of this story before, so I'm really glad you asked about it. It was a really good read! Talk about a sweeping epic.
