So... does heat vision work underwter? Like could Supes, for instance, sever a rope underwater with his heat vision?

Maybe. Water is very good at disrupting that sort of thing. We don't know exactly how heat vision works, though, so there's some flexibility. It depends on what you, as a writer, want. I'll say this much: If it worked, it would only work at very close range.
