You could say the 'penguins
of Fiordland, New Zealand' or the 'penguins
in Fiordland, New Zealand.' As Fiordland is an area (like a state would be in the US) then it would be like saying the xxx of Kansas or the xxx in Kansas, etc.
Fiordland (and South Westland) is particularly known for the Fiordland Crested Penguin, which I could easily imagine a photographer being commissioned to take images of.
