how Lord Nor could be responsible for what Kal was taught fairly early in his life I'm not too sure.

I wondered the same thing. But then I remembered that in an earlier chapter of this story, Nor says (or, technically, thinks about how) the master plan to take over New Krypton was thought up by his (Nor's) father. So, I suppose Nor's father could have isolated Kal as a child and assured he never learned about sex. (?) Although this theory still leaves a lot of unanswered questions.
