There were no longer any super-villains bent on taking over the world out there to test Superman and those he cared about.
Meanwhile, in the St. Agnes Maternity Wing: So, have you already decided on a name yet for the little one?
PROUD PARENTS: Yes, we’ll call him Tempus.
There was actually a lot less for Superman to do around the world outside of his nightly patrols and the occasional natural disaster and international politics.
Considering the first story and the remarks on WW3, maybe the psychopaths simply all decided it was more profitable to go into politics (and finance). More favorable gain/risk-ratio. And with improved education programs over the past few decades, they also had the educational background to make it outside of hoodlum-dom.
That had been a family effort. How Mindy Church had continued to run the criminal organization from Switzerland of all places he still wasn’t sure, but her face when Superboy and Superman escorted her into the Metropolis P.D. had been priceless. It was one of his favorite memories.
So, first the mayor pushed for laws to limit the personal freedom of the citizens of Metropolis, and then Superman and Superboy kidnapped an upstanding citizen of neutral Switzerland and brought her before a foreign court? I’m starting to see why the bridge decided to end it when Superman approached.
"I might have threatened the press," his dad looked down sheepishly.

SUPERMAN: What? I only told them ‘no interviews’ for any news outlet that doesn’t respect our right to privacy.
"They took it a lot better than mom did when she figured it out."
That’s true. Not a single nuclear warhead was launched at him.
He pulled out his watch and looked at the time. "Right on time," he said to himself.
That was a great sequel to the first one!
