District 9 is the least described district in the series, and also it's the one that produces grain, so it would be in the Midwest. I could realistically place Smallville in District 9 for that reason.

I have it plotted out (although sometimes the characters want to go directions other than the ones I want them to go in), and I'm working on the next chapter. Real life keeps getting in the way. wallbash
