Tricia et al would have to say for sure, but back when I was on the committee, our rule was that only the author could request a non-archived story be made eligible. Authors may still want to do editing on a story that was posted to the boards during the writing process, and would not consider such a story finished. Thus only the author gets to say whether their story is "done".
But if you have a story in mind that isn't listed, write the author and ask them. If nothing else, you'll probably make their day just by suggesting it.
