The paramedics in Metropolis must be used to Superman and Superowmen stopping muggings if they are willing to go in on a call involving one before the police have showed up.

Actually been there done that. Depending on where the destination was, more than once I was on scene before the police arrived.

You Need to understand the mind set of the paramedic - the life of the injured is often more of a concern than personal safety. We go in, period. The only deterrant, and that is on the civilian side would be if there was an active gunfight in progress, with the military that isn't even a consideration.
I like the paramedic scene, it made perfect sense.
