Actually he is living at the Apollo as Charlie King at this point of the story. He didn't reveal his presence until a week after locak Clark's death. He had been allowing Lois and the Kents to go through the first stages of greif.
The day he revealed himself he met local Lois and the Kents.
It will be some weeks before any kind of a real relationship is formed.
It was important that the grieving process be experienced so that all could then move on.
