What's an average turnaround time for a story (the time from first draft to first posting to posting between chapters?

I think that's extremely variable, depending on the author.

It's waaaaay variable. I've written and posted a story within half an hour. And I've worked on others for years. 
There are so many factors to consider: How long is the story? How much time do you have? Are you working on only that story or do you multi-task? Do you have a beta who nudges you along or are you going solo? And countless others...

Totally agree with Sue S. Have one fic that I've been working on for years. Have another that took three days to write and its in the archives.
The one which received rave reviews only took five hours and should be loaded to the archives soon.
Every story, every writer's approach is different.
