Well, Lois was kidnapped and Clark wasn't available to perform the rescue on time for her to keep her deadline.

Cat was...bound at a meeting and they couldn't find the keys to the handcuffs.

Lex was meeting with Bill Church and some other bosses and Bill decided that Intergang was a bigger fish than LexCorp and so decided to start the meeting on time with or without the presumed biggest fish in attendance.
