I think that you're throwing us a red herring. The psychopath, IMHO, is Tempus. He wants to get rid of Utopia and Lori for some reason and is doing it the hard way.

Why do I think so? Too many references to H.G. Wells and Utopia.

I guess you won't tell me if I'm right or wrong so I'll just have to keep reading
