Her outfit makes me think this is near the beginning of "The Rival," where Perry is berating his newsteam for letting the Metropolis Star scoop them repeatedly. Perry just asked for story ideas and Lois and Clark are debating the usefulness of their own respective stories. That's as far as I can remember.

I have no transcripts so I don't remember exactly what they said, but I think Clark's idea was a national story, while Lois' was "at least" a local story.
