Have you tried erasing temp internet files in your computer? Sometimes when there is a glitch, the computer save the webpage and bring it up everytime you try to access it.
Click IE(Internet Explorer) from windows menu on the left bottom, click 'Internet Options' from the top menu, then it will bring up a screen, click 'Delete' and check everything to be erased. Try again to access the webpage you are trying to get to and see if that works.
