How do I know which authors qualify as new?
Go to the Kerth website. Click on "The Kerth Awards" link. Click on "Eligible Stories" and scroll down. You'll find all eligible new authors for 2006 listed there.
Can't help you with the other question - you just have to vote the way you see fit. That's what the rest of us do.
